Hulu taps Andy Forssell as next CEO following Jason Kilar's departure

We've known since early January that Hulu CEO Jason Kilar will step down sometime in the first quarter, and now that we're well into March, the streaming service has additional news. Writing on the Hulu blog, Kilar said that when he departs "at the end of this quarter," senior vice president of content Andy Forssell will assume the role of CEO. In addition to praising Forssell's efforts in expanding Hulu's list of content partners, Kilar mentioned that Hulu part-owners Disney and News Corporation are finalizing "forward-looking plans" with the site. The exiting CEO isn't exactly leaving a company in a shambles; the 2012 financial results were none too shabby, and the paid Hulu Plus service has ballooned to a healthy 3 million users.

Novel chemical that controls cell behavior: First-in-class chemical compound might control metastases

Mar. 13, 2013 ? It's the spread of the original cancer tumor that kills most people. That's why cancer researchers vigorously search for drugs that can prevent metastases, the spread of cancer. The research team co-led by Angela Wandinger-Ness, PhD, and Larry Sklar, PhD, at the University of New Mexico Cancer Center has found a chemical compound that appears to control cell migration and adhesion, two important characteristics of metastatic cancer cells. The team recently published a paper describing how the first-in-class compound acts on various cells.

Dr. Wandinger-Ness, a UNM Professor of Pathology and Director of the Fluorescence Microscopy and Cell Imaging Shared Resource, studies proteins called GTPases. GTPases act like chemical switches to control how cells behave: how much a cell grows, what shape it assumes, when it enters the next growth stage, and how tightly it sticks to its surroundings, among several hundred other things. Dr. Wandinger-Ness was interested in a particular GTPase called Cdc42; it controls cell migration and cell adhesion. "It's an important target in many diseases," says Dr. Wandinger-Ness. "Cancer is just one. But there were no compounds that target this GTPase." So she collaborated with Dr. Sklar and Tudor Oprea, MD, PhD, to find a compound that did. And they were successful.

Dr. Sklar is a UNM Professor of Pathology and co-Leader of the Cancer Biology and Biotechnology Research Group at the UNM Cancer Center. He created and now oversees the UNM Center for Molecular Discovery. Dr. Oprea is a UNM Professor of Medicine and co-Director of the Flow Cytometry & High Throughput Screening Shared Resource at the UNM Cancer Center. He analyzed Cdc42 using three-dimensional molecular rendering software. The team used Dr. Oprea's analysis of Cdc42 to visualize how a compound might interact with the Cdc42 GTPase to stifle its activity. Then they searched for such a compound in the UNM Molecular Discovery library.

The search process was akin to finding a needle in a haystack, but the latest high throughput flow cytometry equipment and molecular rendering software available at the UNM Cancer Center speeded their analysis significantly. The team analyzed thousands of compound candidates by first narrowing their search to the few hundred likely candidates and then testing those against several kinds of GPTases at a time. "From a purely discovery perspective, that's a high impact, novel way to look for small molecules," says Dr. Sklar. The compound they found is called CID2950007.

Structurally similar to NSAIDs -- non-steroidal anti-inflammatory drugs -- CID2950007 restrains the Cdc42 GTPase from changing a cell's cytoskeleton. Much like a skeleton gives a human body shape, a cell's cytoskeleton keeps the cell from collapsing on itself. The cytoskeleton enables a cell to move by growing amoeba-like legs called filopodia. Cdc42 also helps to keep cells where they need to be by enabling them to adhere more tightly to their surroundings. So, while uncontrolled growth and movement are hallmarks of metastatic cancer cells, growth and adherence are important traits for healthy cells. Tightly controlling just how Cdc42 causes a cell to behave is crucial.

In the paper published February 4, 2013, the team of scientists report that CID2950007 was the only compound they found that affected the Cdc42 GTPase without affecting any other GTPases. This selectivity is important to control the compound's effects on a cell. They also found that the compound works by changing the physical structure of Cdc42, so it doesn't destroy Cdc42 but it does control how Cdc42 interacts with other proteins in the cell. Their studies showed that CID2950007 decreased filopodia growth and cell adhesion in ovarian cancer cells and prevented cell adhesion in white blood cells. And their studies demonstrated that CID2950007 blocked Hantavirus infection in monkey kidney cells. By affecting the Cdc42 GTPase, and thus the cytoskeleton, CID2950007 has the potential to fight not only cancer but also infectious diseases.

Human use of CID2950007 as a cancer drug is a long way off. Before the Food and Drug Administration approves any drug for human use, it first requires the successful results of several toxicity and dose escalation studies on several types of animals. Then, the clinical trials process, which can take over 10 years, may begin.

"There are going to be a lot of side effects because these adhesion proteins have many other functions," says Dr. Sklar. So refining CID2950007 into a drug will take further collaboration and studies before toxicity studies and dose escalation studies can begin. To refine the compound, the UNM Cancer Center researchers will continue to collaborate with Jeffrey Aub?, PhD, Kansas University Distinguished Professor of Medicinal Chemistry, and Jennifer Golden, PhD, Assistant Director of the Specialized Chemistry Center at Kansas University. Still, control of GTPase Cdc42 offers promise as a way to control cancer metastasis. Says Dr. Wandinger-Ness, "there's a lot of enthusiasm for a compound like this -- because there weren't any. This is a first-in-class."

Multi-university research will focus on innovative materials for the automotive, building and construction, and energy sectors

Cambridge, Mass. March 11, 2013 BASF SE, Harvard University, the Massachusetts Institute of Technology (MIT), and the University of Massachusetts (UMass) Amherst have established a research initiative called the "North American Center for Research on Advanced Materials."

A major goal of this initiative is to jointly develop new materials for the automotive, building and construction, and energy industries. The cooperation is initially planned for five years, during which time approximately 20 new postdoctoral positions will be created at the three universities.

"We are thrilled to be a part of this multidisciplinary, multi-institutional endeavor, which will connect and amplify Harvard's strengths in advanced materials research," said Cherry A. Murray, Dean of the Harvard School of Engineering and Applied Sciences. "The agreement reinforces our commitment to the pursuit of cutting-edge research targeted at high-impact areas of application."

Scientists and engineers from several disciplines such as chemistry, physics, and biology will collaborate in this research initiative. The academic partners contribute not only their expertise in materials science, modeling, and formulation methods, but also offer interesting, new approaches to conducting research. Besides fundamental scientific knowledge, BASF researchers will contribute the necessary experience in transforming research results into technically feasible processes and products. In addition, they will provide input about which materials are needed in different industries and applications.

The ideas and topics to be researched will be decided jointly by the researchers participating in the initiative. Topics already identified include micro- and nanostructured polymers with new properties, as well as bioinspired materials. The scientists are working on lightweight construction materials for wind turbines and automotive construction, for example, and on new color effects for cosmetic applications.

The new, multi-university initiative builds on the successful model pioneered by the BASF Advanced Research Initiative that was based at Harvard SEAS from October 2007 to present. Established with leadership from Harvard's Office of Technology Development, that initiative engaged 13 academic research groups across the University and resulted in significant advances in the study of biofilms and of chemical formulations for drugs, foods, and cosmetics.

"Our relationship with BASF provides us with many excellent scientific problems that are both intellectually challenging and relevant to real-world needs," said SEAS faculty member David Weitz, Mallinckrodt Professor of Physics and Applied Physics at Harvard. "We're thrilled to continue this collaboration and have the opportunity to share insights across institutions in a new way. Anything that helps build interactions among the incredible talent in this region is good for all of us."

Weitz will serve on a scientific advisory committee along with George Whitesides, Woodford L. and Ann A. Flowers University Professor at Harvard; Robert Langer and Mary Boyce at MIT; and Todd Emrick and Alan Lesser at UMass Amherst, along with BASF scientists.

"We need the creative spirit of the widest possible range of sciences to develop solutions to meet the needs of a growing world population for clean drinking water, secure energy supply, and improved quality of life," said Christian Fischer, President of BASF's Advanced Materials and Systems Research. "I am convinced that BASF's market-oriented materials and systems researchers, together with the outstanding scientists at the American universities, make up the ideal team for seeking out technically and economically viable solutions."

Environmentalists oppose Navy offshore training

(AP) ? Environmentalists say that a five-year training program proposed by the Navy off the coast of Southern California would ramp up sonar activity and underwater detonations that could pose a threat to endangered marine mammals like the blue whale.

The California Coastal Commission is expected to rule at a hearing in San Diego on Friday on whether more protective measures are needed before the program begins in January and runs through 2019.

In its proposal, the Navy estimates the increased activity would have a negligible impact on marine populations.

"We believe mitigation measures that are highly effective have been in place for years," said Alex Stone, who directs the Navy's program.

The Navy's testing area encompasses 120,000 nautical square miles of the Pacific off the Southern California coast and includes a corridor between the state and Hawaii, among other areas.

The commission's staff has recommended that approval be contingent on a list of conditions. They include requiring that the Navy create safety zones that would guarantee no high-intensity sonar activity near marine sanctuaries and protected areas and in spots that experience a high concentration of blue, fin and gray whales seasonally. The staff says a kilometer from shore should also be off-limits to protect bottlenose dolphins.

Stone declined to comment on the conditions until after he testifies at Friday's hearing.

The commission set out similar conditions to the Navy in 2007 and 2009 but the Navy refused to accept them both times.

The commission sued the Navy over the matter, leading to a preliminary injunction in 2008, though then-President George W. Bush gave an exemption for the training. The U.S. Supreme Court later overturned the lower court's decision.

"Twice the commission has approved the Navy's plans but set reasonable conditions to protect coastal wildlife, and twice the Navy has spurned the commission's recommendations," said Michael Jasny with the Natural Resources Defense Council. "We think this time the commission should give us a stronger message and object to the Navy proposal and ask them to return with a more responsible plan that achieves military readiness and protects the coastal resources of this state."

Jasny's organization and three dozen others say they want the Navy to avoid important habitat for vulnerable species, like endangered blue and fin whales, beaked whales, and migrating gray whales. They also want the Navy to not use sonar training and underwater detonations at night, when marine mammals are extremely hard to detect. And they want the Navy to be required to use its own acoustic monitoring network to help detect marine mammals.

They also say that from May through October ships should slow to 10 knots in areas with baleen whales, to avoid hitting them.

Scientists say there is still much to be learned about how much sonar activity affects marine animals. Studies have shown some species such as beaked whales may be adversely affected by some forms of it.

Jobs growth sends shares, dollar higher

LONDON (Reuters) - A unexpectedly sharp rise in hiring by U.S. employers in February sent world shares and the dollar higher on Friday while U.S. Treasuries fell as investors bet on a solid recovery in the world's largest economy.

U.S. stock index futures pointed to Wall Street gaining on the data with the S&P 500 <.spx> on track for a sixth straight daily gain and the Dow <.dji> set to scale fresh peaks.

Nonfarm payrolls surged by 236,000 jobs last month, the U.S. Labor Department said, easily beating forecasts for a gain of 160,000 and driving the jobless rate down to a four-year low of 7.7 percent.

"This was a strong number and one of those rare cases where we were firing on all cylinders," said Jacob Oubina, senior U.S. economist at RBC Capital Markets in New York.

"Having said that, this will likely not mean much for Fed policy as they will need to see more than one month of strong numbers and if it is sustained."

The dollar climbed as high as 96.54 yen after the data, a fresh 3-1/2-year high, and added about 0.6 percent against the euro, sending the single currency down to $1.3030.

The encouraging economic news sent safe-haven 10-year Treasury notes down 20/32 to yield 2.063 percent while the 30-year bond dropped 1-06/32 to yield 3.264 percent.

European shares also jumped on the news, with the FTSE Eurofirst 300 index <.fteu3> of top European shares rising 0.8 percent and helping send MSCI's world equity index <.miwd00000pus> up 0.2 percent to a high last seen in mid 2008.

Fetal Pain Law: Federal Judge Strikes Down Idaho Law Banning Abortions After 20 Weeks Of Pregnancy

BOISE, Idaho -- A federal judge has struck down Idaho's law banning abortions after 20 weeks of pregnancy based on beliefs held by physicians and others that the fetus is able to feel pain at that point.

U.S. District Judge B. Lynn Winmill ruled late Wednesday in favor of Jennie Linn McCormack, who was 33 at the time she decided to challenge the state's so-called fetal pain law and other abortion laws.

Idaho was one of seven states to adopt fetal pain laws in 2011, following in the footsteps of Nebraska's approval of the law in 2010. But those laws are no longer the most restrictive. This week, lawmakers in Arkansas overrode a veto of a near-ban on the abortion procedure starting from the 12th week of pregnancy.

In his 42-page decision, Winmill sided with McCormack and her attorney, Richard Hearn, declaring Idaho's fetal pain law places an undue burden on a woman's right to have an abortion. The judge also took the Legislature ? dominated by Republicans in both chambers ? to task for the motives driving adoption of the law, finding that efforts to protect a fetus don't outweigh a women's right to choose.

The judge found "compelling evidence of the legislature's `improper purpose' in enacting it," Winmill wrote. "The state may not rely on its interest in the potential life of the fetus to place a substantial obstacle to abortion before viability in women's paths," he said.

The ruling also finds unconstitutional at least two other Idaho laws dealing with abortion that Hearn and McCormack also challenged.

One is Idaho's requirement that first-trimester abortions be performed by a physician in a staffed office or clinic, a law that makes most drug-induced abortions, such as RU-486, illegal. The ruling also targets a law requiring that second-trimester abortions be performed in a hospital and a statute that criminalizes the woman in some cases for undergoing the procedure.

"Historically, abortion statutes sought to protect pregnant females from third parties providing dangerous abortions," Winmill wrote. "As a result, most states' abortion laws traditionally criminalized the behavior of third parties to protect the health of pregnant women ? they did not punish women for obtaining an abortion. By punishing women, Idaho's abortion statute is therefore unusual."

McCormack originally filed her lawsuit in federal court against Bannock County's prosecuting attorney on grounds the new fetal pain law was unconstitutional. She initially sought class-action status against prosecutor Mark Hiedeman, who filed criminal charges against her alleging she had an illegal abortion.

McCormack was charged after police began investigating after finding a fetus in a box in January 2011. An autopsy determined it was between five and six months gestation. Police said McCormack told them she didn't have enough money to go to a licensed medical professional, so her sister helped her access abortion-inducing drugs online.

A judge later dismissed the criminal case without prejudice for lack of evidence, but left open the possibility for prosecutors to refile.

In her lawsuit, McCormack challenged the lack of access to abortions for women in her region, as well as the ban on abortions after 20 weeks.

She noted there are no elective-abortion providers in southeastern Idaho, forcing women seeking the procedure to travel elsewhere.

McCormack was unmarried and unemployed at the time of her pregnancy ? with an income of $200 to $250 a month ? and already had three children. She couldn't afford the time or money it would take to travel to Salt Lake City to get an abortion, the lawsuit says.

MIAMI (AP) ? Game on the line, LeBron James knew he was going to get to the rim.

And he delivered.

James scored 26 points, including a go-ahead layup after getting past DeQuan Jones with 3.2 seconds left, and the Heat scrambled late to beat the Orlando Magic 97-96 on Wednesday night and extend their franchise-record winning streak to 16 games.

"I had no intention of shooting another jumper," James said.

He missed a pair of 3-pointers about 90 seconds earlier, so he went for the 3-footer instead. From the right wing, James drove diagonally through the lane, then used his left hand ? after all, he is left-handed ? for the basket that won it for Miami. It was the first time he came up with what became a game-winning basket in the final five seconds of a game since a 3-pointer beat the Magic in the 2009 playoffs, according to STATS LLC.

"This is tough," Magic coach Jacque Vaughn said, after his team fell to 0-2 against Miami this season ? the two losses by a total of three points. "You've got guys who battled, who really wanted to win this game and deserved to win this game."

Dwyane Wade scored 24 points on 10-for-16 shooting ? he's now shooting 62 percent in his last seven games ? and Chris Bosh added 17 points and 10 rebounds for the Heat, who blew a 20-point, second-half lead and then rallied from a five-point deficit in the final minutes.

Nik Vucevic had 25 points and 21 rebounds for the Magic, who got 16 points apiece from Jameer Nelson and Tobias Harris, 13 from Arron Afflalo and 12 from Maurice Harkless.

"They're one of the best teams in the NBA, if not the best and we gave it our all," Harris said. "They knew that. It's just a matter of a couple of seconds that could have changed the game. It's a tough loss for us but it's the right step in the right direction."

Vucevic now has two games of 20 rebounds or more in his career ? both this season, and both against Miami. He had a 20-point, 29-rebound effort in a loss to the Heat on Dec. 31.

But he was one of three Magic players to foul out in the final minutes, as Orlando let a golden chance go awry.

The foul discrepancy in the game ? 30 for the Magic, 17 by Miami ? was a hot topic in the Orlando locker room afterward. The Magic went 10 for 12 from the foul line, Miami 27 of 31.

Perhaps the biggest two calls of the game came late, and both went Miami's way, although the Heat didn't like one of those at first.

Nelson hit a jumper with 1:36 left, giving the Magic a 96-93 lead. James missed two 3-pointers on the next Miami possession, and on the ensuing Miami trip, Harris drove from the left baseline but his basket was waved off, with Shane Battier beating him to the spot and drawing an offensive foul, Harris' sixth of the night.

Battier said he had no hesitation about the charge.

"He is defined by winning plays," Heat coach Erik Spoelstra said. "He just continues to make them."

Miami tried for the tie twice on the next trip, but Wade and Ray Allen missed 3-pointers. Bosh was fouled on a rebound ? the sixth on Vucevic, making him the third Orlando player to reach the limit in the final minutes. Bosh made both free throws to get the Heat within one with 38 seconds remaining.

Al Harrington missed a wild 3-pointer, and James got the rebound to seal the stop Miami desperately needed. So with 12.6 seconds left, the Heat got the ball and a chance to win.

Spoelstra had told referees that if Miami got a stop, the Heat did not want a timeout. One was whistled anyway, and Spoelstra said that referees apologized for the miscommunication afterward. No matter ? the play got set up, the ball went to James, and he delivered in the clutch.

Orlando had no timeouts, and only managed a 3-point try by Afflalo from near midcourt as time expired.

"It's about getting W's and trying to find a way not get L's," Wade said. "Tonight we found the way."

The Heat came in with 44 wins, the Magic with 44 losses, and after two possessions of the second half the reigning NBA champions had a 20-point lead.

And then about one quarter later, they were losing.

Vucevic had 10 points and nine rebounds in the third quarter alone ? the Heat, as a team, had four rebounds in the period ? and the tide of the game totally turned in a matter of minutes. What was a 60-40 Miami lead got whittled down steadily, with the Magic getting within 15 after a jumper by Afflalo, then 10 on a hook shot by Vucevic, five on a 3-pointer by Harris and finally within 77-74 when Vucevic closed the quarter with two free throws.

Orlando didn't stop there, either. Nelson made a contested 3-pointer to tie the game at 79-all with 10:29 left, and his three-point play about a minute later gave the Magic their first lead of the night.

Vucevic added back-to-back baskets, and suddenly, Orlando was up 86-81 with 8:29 left ? meaning the Magic run, in about 14 minutes of actual playing time, was a 46-21 burst.

"Maybe it's the way they defend," Vucevic said. "They give me open looks and a chance to rebound a little bit more."

Miami answered with the next six points to briefly re-take the lead, but Vucevic struck again with 5:03 remaining, getting a short shot off the glass to drop and stake the Magic to a 91-87 edge.

In the end, James was one play better.

"He took it into his own hands," Spoelstra said.

NOTES: James was in double figures for his 200th straight regular-season game with the Heat, extending his franchise record. ... Vaughn played against Miami 30 times in his career, his teams going 15-15. ... The Heat have honored a military member who has returned home from a tour of duty in Iraq or Afghanistan before games in Miami for the past several seasons. Their honoree on Wednesday: Army 1st Sgt. Darrell Williams, who returned just two weeks ago from serving a tour in Afghanistan ? and is the first cousin of Bosh's wife, Adrienne Bosh.

Scientists say they are 99.6 percent certain they found Higgs boson

After thousands of checks, Italian scientists said the only remaining thing they need to check is that the Higgs-like particle they found last July isn't another subatomic particle?called a graviton.

By Seth Borenstein,?Associated Press / March 6, 2013

This 2011 image provide by CERN, shows a real CMS proton-proton collision in which four high energy electrons (green lines and red towers) are observed in a 2011 event. The event shows characteristics expected from the decay of a Higgs boson but is also consistent with background Standard Model physics processes.

Physicists in Italy said Wednesday they are achingly close to concluding that what they found last year was the?Higgs?boson, the elusive "God particle." They need to eliminate one last remote possibility that it's something else.

The long theorized subatomic particle would explain why matter has mass and has been called a missing cornerstone of physics.

With new analyses, scientists are 99.6 percent certain they found the crucial?Higgs?boson. But they want to be 99.9 percent positive, said Pauline Gagnon, a physicist with the European Center for Nuclear Research.

Last July scientists with the world's largest atom smasher, the $10 billion Large Hadron Collider on the Swiss-French border, announced finding a particle they described as Higgs-like, but wouldn't say it was conclusively the particle. Now thousands of checks show them even closer.

"It looks more and more like a?Higgs?boson," said Gagnon after an update presented Wednesday at a conference in the Italian Alps.

Gagnon compared finding the?Higgs?to identifying a specific person. This looks, talks, and sings like a?Higgs, but scientists want to make sure it dances like the?Higgs?before they shout "Eureka."

She said there is only one last thing the particle they found could also be: a graviton. That's another subatomic particle associated with gravitational fields, not mass.

By checking the spin of the particle, scientists will be able to tell if it is a?Higgs?boson, which is far more likely, or a graviton. If it has no internal spin, it's the?Higgs?boson; if it has a lot of spin it's a graviton.

Wednesday's presentation was by one team of researchers and another team will present more findings next week.

Physicist Sean Carroll of the California Institute of Technology, who isn't involved in the research, said scientists are just being careful, covering all bases.

Without the?Higgs?boson?to explain why electrons and matter have mass, Carroll said, "there would be no atoms, there would be no chemistry, there would be no life, so that's kind of important."

Countries could face sanctions for failing to curb ivory trade

The Convention on International Trade in?Endangered?Species threatened to keep eight ivory-trading countries: Kenya, Tanzania, Uganda, China,?Malaysia, Philippines, Thailand, and Vietnam,?from trading in legal wildlife products by forbidding other CITES member nations from buying from them.

Top conservation organizations warned Wednesday that the illegal ivory trade is hastening the decline of Africa's already?endangered?elephant population, and said they are ready to punish nations that are lax in fighting the problem.

"Globally, illegal ivory trade activity has more than doubled since 2007, and is now over three times larger than it was in 1998," said a report issued in Bangkok at a meeting of CITES, the Convention on International Trade in?Endangered?Species.

CITES has put three African and five Asian nations on notice that they have failed to adequately crack down on the ivory trade, and that by next week they must come up with a detailed and credible plan of action for curbing the trade across and within their borders. They must also meet those targets or face trade sanctions next year.

The nations threatened with sanctions are Uganda, Kenya, Tanzania, Vietnam, Malaysia, Philippines, Thailand and China. Sanctions would keep those nations from trading even in legal wildlife products by barring other CITES member nations from buying from them.

A CITES-led project that monitors about 40 percent of Africa's elephant population estimated that 17,000 elephants were illegally killed in 2011, and the numbers are probably the same or greater for last year, said the report, produced by CITES, the U.N. Environment Program, the International Union for Conservation of Nature, and the Wildlife Trade Monitoring Network, better known as TRAFFIC.

The report said the increased poaching and loss of habitat threaten the survival of elephant populations in Central Africa and undermine previously more secure populations in West, Southern and East Africa.

Curbing the ivory trade is a major topic for the CITES meeting, attended by about 2,000 delegates representing 178 governments, businesses, non-governmental organizations and groups speaking for indigenous peoples.

The report, "Elephants in the Dust ? The African Elephant Crisis," said criminal networks are increasingly active and entrenched in the trafficking of ivory between Africa and Asia. "Training of enforcement officers in the use of tracking, intelligence networks and innovative techniques, such as forensic analysis, is urgently needed," it said.

Officials from the conservation groups said CITES is also putting pressure on governments of nations found to be key links in the chain of the illegal ivory trade.

Tom Milliken, TRAFFIC's ivory expert, said he hopes the current CITES meeting will hold accountable those countries that are "serious offenders." He said it was very evident that "unregulated domestic ivory markets continue to fester in many places."

"Where there is not action to address this issue I am hopeful that the CITES parties will move forward with sanctions that would suspend trade in wildlife with those countries," Milliken told reporters.

Thailand is one of the countries that could be badly hurt by sanctions. It conducts a profitable legal trade in several wildlife items, especially orchids and farmed crocodile products. In addressing the opening of the CITES conference, Thai Prime Minister Yingluck Shinawatra declared the country was committed to stamping out the trade, but spoke in vague terms.

"We were warned about the sanctions but we already reported back to them and presented our plans," Theerapat Prayurasiddhi, deputy director-general of Thailand's Department of National Parks, Wildlife and Plant Conservation, told The Associated Press. "They said the plans were decent but they wanted us to set the timeframe. Now we're fixing it and will get back to them by the end of the conference."

He said he was confident Thailand would not be sanctioned.

"I have to say that all countries must help to solve the problem," Theerapat said. "I insist that Thailand is merely a transit country. More effort is needed at the countries of origin and the end countries. We have to help each other to protect the elephant population. It's the basic rule of supply and demand."

Tehran?s war on freakishly big rats

A young man holds up a dead rat in Tehran. (REUTERS)Tehran has a rodent problem. A big one. Rats not only easily outnumber the city's residents (an estimated 25 million versus 12 million, respectively), they're monstrously large. According to NPR, these vermin can weigh up to 11 pounds?more than some cats.

The city has always had a problem with rats; every spring, the water from snow melting off the Alborz mountains flushes the rats out of their underground lairs. Way back in 2000, NPR noted, the BBC reported that poisoning the rats, which makes them thirsty and forces them underground as they search for water, didn't work. If anything, it seemed to make the rats stronger.

An environmental adviser to the city council, Ismail Kahram, told the website Qudsonline.ir, "They are bigger now and look different. These are changes that normally take millions of years of evolution."

So now, in addition to chemicals, officials have deployed sniper teams equipped with infrared lights for nighttime hunting. So far, the teams have succeeded in taking down only some 2,000 of them.

"It's become a 24/7 war," Hadi Heydarzadeh, the head of Tehran municipality's environmental agency, said last month. "We use chemical poisons to kill the rats during the day and the snipers at night."

(AP Photo/Riccardo Gangale)

(AP) ? Multiple attacks against security forces in Kenya on Monday killed at least 12 people as Kenyans waited in long lines to cast ballots five years after more than 1,000 people died in election-related violence.

A group of 200 secessionists armed with guns, machetes and bows and arrows set a trap for police in the pre-dawn hours, killing five officers, Inspector General David Kimaiyo said. One attacker also died. The group ? the Mombasa Republican Council ? had threatened election day attacks.

A second attack by MRC secessionists in nearby Kilifi killed one police officer and five attackers, Kimaiyo said. A Kilifi police official, Clemence Wangai, said seven people died in that assault, including an election official.

The country's top two presidential candidates condemned the attacks. Prime Minister Raila Odinga called it a "heinous act of aggression" during a historic exercise. Deputy Prime Minister Uhuru Kenyatta said he was discouraged by the news but he was sure the security situation would be brought under control.

Authorities flew in an additional 400 police officers to Mombasa to increase security. The U.N. restricted the movement of its staff on the coast because of the violence

"People with ill intent must be stopped by all means," Kimaiyo said, explaining that he directed police to use their guns to stop further loss of life, a sensitive directive given that police killed more than 400 people during the 2007-08 postelection violence.

Long lines around the country left voters frustrated in the election's early hours. Anti-fraud fingerprint voter ID technology being used for the first time appeared to be greatly slowing the process. The technology broke down in many locations.

Odinga voted at an elementary school and acknowledged what he called voting challenges. He said poll workers were taking action to "remedy the anomalies."

"Never before have Kenyans turned up in such numbers," he said. "I'm sure they're going to vote for change this election."

Kenyatta gave a conciliatory message intended to help Kenyans accept the election outcome without violence: "This nation will have a president and that president will represent all Kenyans."

The chairman of the Independent Electoral and Boundaries Commission, Ahmed Issack Hassan, urged voters not to be intimidated by the violence. But he also told poll workers that they must ensure voters don't spend hours in line ? especially the wrong line. Election officials must prevent voters from becoming agitated and leaving without voting, he said.

The country's leaders have been working for months to reduce election-related tensions, but multiple factors make more vote violence likely. The tribes of the top two presidential candidates have a long history of tense relations, and 47 new governor races are being held, increasing the chances of electoral problems at the local level.

Perhaps most importantly, Kenyatta faces charges at the International Criminal Court for orchestrating Kenya's 2007-08 postelection violence. If he wins, the U.S. and Europe could scale back relations with Kenya, and Kenyatta may have to spend a significant portion of his presidency at The Hague. Kenyatta's running mate, William Ruto, also faces charges at the ICC.

Long lines began forming early across the nation. In Kibera, Nairobi's largest slum, some 1,000 people stood in several lines at one polling station before daybreak. Voter Arthur Shakwira said he got in line at 4 a.m. but left the queue over confusion about which line to stand in.

"We should prepare these voting areas sooner," Shakwira said. "Confusion. All the time it's confusion."

An election observer from a Ugandan group called the National Consultative Council, Christopher Kibanzanga, said he was impressed by the huge turnout.

"This can only be likened to South Africa when (President Nelson) Mandela was elected. The people have turned up in large numbers. The spirit of patriotism and nationalism has come back. I think this is a perfect process," Kibanzanga said.

The Kenyatta-Odinga rivalry goes back decades. Kenyatta is an ethnic Kikuyu who is the son of Kenya's founding president. Odinga is an ethnic Luo whose father was the country's first vice president. Polls show the two in a close race, with support for each in the mid-40-percent range. Eight candidates are running for president, making it likely the two will be forced to go to a run-off in April.

Most voters in Kibera ?like Amos Achola, who said he arrived at the polling station at 2 a.m. ? support Odinga.

"I think he wins but if he doesn't win I'll abide by the outcome," Achola said. "The other guy is also a Kenyan. If Kenyatta wins I'll accept it but I won't like. But I don't want violence."

New technology ? in part to prevent the allegations of rigging that haunted the 2007 vote ? appeared to slow the voting. At the Mutomo Primary School in Gatundu, where Kenyatta is expected to cast his ballot, voting officials seemed overwhelmed by the finger-print technology. The election worker behind the computer looked nervous and sometimes scratched his head.

A late Sunday attack in the city of Garissa, near the Somali border, killed two people ? a Red Cross paramedic and a driver. Officials said a candidate for parliament had been the target but was not hit.

In the weeks leading up to Monday's vote, described by Odinga as the most consequential since independence from the British in 1963, peace activists and clerics worked to ensure the election would be peaceful despite lingering tensions.

Odinga's acrimonious loss to President Mwai Kibaki in 2007 triggered violence that ended only after the international community stepped in. Odinga was named prime minister in a coalition government led by Kibaki, with Kenyatta named deputy prime minister.

Some 99,000 police officers will be on duty during an election in which some 14 million people are expected to vote.
